As called for in the "Organization of Standards Activities in the Medical Library Association", the following describes the process for developing standards or guidelines:

PROCESS FOR DEVELOPING STANDARDS FOR SECTIONS

1. Develop a proposal for section standards or guidelines. Include:

  • rationale for development
  • type of standards, e.g., standards for technical service, collection, public service
  • audience
  • review of existing relevant standards
  • timetable for development
  • resources needed, including funding, staffing, supplies
  • methodology for development

    Methodology for development describes how to handle the development process. Include:
  • description of committee or task force
  • section executive board review
  • review process, e.g., by members at annual meeting
  • newsletter, e-mail
  • method of obtaining feedback
  • list of external reviewer(s), sections or organizations

2. Obtain section membership's approval for the proposal. Begin the process by forwarding three copies of the proposal to the Section Council Standards Committee (SCSC) along with a request for process guidance.

3. Using SCSC's guidance, draft section standards. Write these in the format approved for other section standards by the MLA Board of Directors.

4. Have the standards reviewed, revised and approved by the section's membership.

5. Submit section-approved standards to SCSC for review and recommendations.

6. Revise as necessary. Major revisions must be reviewed by section's membership again.

7. Submit final draft of standards to SCSC. Section Council will review the standards presented by SCSC. The section may reject Section Council's recommendations if it so desires.

8. Resubmit the final version of the section standards to Section Council for its vote on recommending the approval of the standards to the MLA Board. Recommended standards will be forwarded to the MLA Board for review and approval by Section Council.

Work with MLA Director of Communications to finalize details, e.g., cost of publication, number of copies, recipients of free copies, accompanying letter, preface, etc.
