Section ComplianceTo maintain its status a Section must comply with the MLA Bylaws and Standing Rules or Order. These are the requirements for continued compliance. The Procedures for ensuring compliance appear below. 1. Its name makes it clear that it is a section of MLA. 2. The scope of its statement of purpose has not been altered. 3. Its bylaws and any amendments or revisions have been examined and approved by the MLA Bylaws Committee. 4. It has maintained a minimum membership of fifty (50) for three consecutive years, unless it was a Section existing on December 31, 1997, with fewer than fifty (50) members. [MLA Standing Rules of Order, 5E] 5. Its officers, Section Council representative and alternate, and chairs of standing committees are Voting Members of MLA. Classes of Voting members include Active or Institutional which include the categories of Regular, Life, Fellow, or Emeritus members. 6. That during the past three years at least one annual business or program meeting was held, and that the meeting(s) did not conflict with MLA General or Business sessions. 7. It followed the MLA Bylaws requirement that it not take direct action with respect to MLA business or in the name of MLA in the past year. [Article XI, Section 8] 8. Only voting members of MLA moved and voted on any recommendations made to Section Council. 9. Its purposes, programs and activities remain relevant to those of MLA. 10. The amount of dues charged for section membership does not exceed MLA membership dues for Regular members. 11. It followed the MLA guidelines on "fund raising activities by Association committee or sections" during the past year. [MLA Section Council Procedure Manual, Appendix 2] 12. Its committees maintain appropriate liaison with relevant MLA committees and conform to MLA standards and policies where national matters are concerned. 13. The annual report of the Section has been submitted to MLA Headquarters in a timely manner.
1. Each year Section Council members and Section chairs are given a document that specifies the criteria for section compliance. This information will be discussed at the orientation for Section chairs and a copy will be included in the Council’s and Chair’s procedure manuals. 2. The compliance audit will be conducted every three years for all MLA sections. MLA Headquarters staff collect the following information on each Section:
If the Section is in compliance with these basic criteria, no further action is taken. 3. MLA Headquarters notifies the Chair of Section Council and the chair of the Section Council Section/SIG review committee when a Section is not in compliance. 4. The Section/SIG Review Committee will review the MLA data and the other requirements governing sections to determine if other problems exist. 5.
